Rolling stock public private partnership

PPP trainThe RailCorp fleet of electric passenger trains includes 498 non-air-conditioned carriages known as R&S stock. RailCorp will replace the R&S stock with modern, air-conditioned trains through the mechanism of a public private partnership (PPP). The PPP will encompass the finance, design, manufacture and maintenance of the trains.

The objectives of the PPP are to:

  • procure a modern, safe, well maintained, reliable fleet of air-conditioned rollingstock for the CityRail travelling public;

  • minimise fleet whole of life costs and deliver demonstrable value for money;

  • support a contestable marketplace for the supply, maintenance, modification and refurbishment of electric passenger rollingstock;

  • ensure the PPP is consistent with the provision of secure employment and skills upgrading for current Rollingstock Division employees; and

  • deliver the project in accordance with applicable standards and procedures, including the Working with Government Guidelines for Privately Financed Projects.
